Bac Ninh Upholding National Leadership in Education and Training

Over the past years, Bac Ninh province has always maintained its leading position in education and training development and stood top in the country in the rate of national standard schools and facilities. In an interview given to Vietnam Business Forum’s reporter, Mr. Ngo Van Lien, Director of the Bac Ninh Department of Education and Training, emphasized that the development of quality education in Bac Ninh is an important premise for the next period. The education and training sector of Bac Ninh province will further promote its advantages, effort and creativity; maintain its leadership in education and training development, and make a positive contribution to overall socioeconomic achievements. How do you assess education and training development of Bac Ninh province in the last 5-year term (2015-2020)?

Carrying out the “fundamental and comprehensive education and training renovation", the Bac Ninh education and training sector continued to lead the country in education and training development. Many education and training targets were achieved and exceeded the initial plans: The education scale and network continued to be expanded and arranged reasonably to meet the people's learning needs. Nationally standardized infrastructure and schools were focused for investment and modernization. The quality of the teacher force was improved, with all meeting regulatory standards and 85.3% above standards. Bac Ninh continued to affirm its leadership in the rate of national standard schools and infrastructure. Bac Ninh was also the first province to be recognized to meet the highest standard of literacy education and reach universal preschool education, universal primary education (level 3), universal lower secondary education (level 3) and literacy education (level 2). 100% of public schools met national standards, exceeding the target set by the Resolution of the Provincial Party Congress.

The education quality improved robustly to achieve the highest result ever. 88.9% of candidate students won prizes in national excellence exams in the 2019-2020 school year (64 winners out of 72 candidate students), including eight first prizes, 20 second prizes and 21 third prizes. One student won the bronze medal in the European Physics Olympiad and one attended the Asia-Pacific Informatics Olympiad. Seven science and technology projects competed at national and international contests and won international prizes of the scientific and technical invention contest for high school students in South Korea and Moldova (six gold medals and one silver medal); two projects won the national third prize. Bac Ninh students won high achievements in national and regional exchange contests and intellectual playgrounds.

Based on the outcomes of the past term, which solutions will the education and training sector focus on to achieve a higher development level in the next term, 2020 - 2025?

The education and training sector will continue to review, plan and develop the local education and training network; develop programs, plans and projects for education and training development for the 2020-2021 school year and the 2021-2025 period, with a focus on preparing facilities and personnel for renovating the universal education program and the new textbook program. The Department of Education and Training will advise the Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee to sign labor contracts with teachers according to the Government's Resolution 102/NQ-CP dated July 3, 2020, on solutions on education and health payrolls to deal with teacher shortages at all levels of education; complete the project on training and retraining qualifications of teachers and education administrators in Bac Ninh province in the 2020-2025 period, with an eye to 2030.

The sector will reform teaching methods and forms, vocational education and student flow after junior high and high school graduation; renovate management and improve the efficiency and quality of continuing education, improve the efficiency of national and regional Olympiad competitions; and implement national and international assessment programs on education, education quality assurance and accreditation at all educational levels.

It will continue to carry out the project on “Teaching and learning foreign languages in the national education system” in the 2017 - 2025 period according to the Prime Minister’s Decision 2080/QD-TTg dated December 22, 2017. It will develop and foster foreign language teachers; renovate training programs and teaching methods; improve English teaching quality at high schools; and focus on training English speaking and listening skills for students.

The sector will accelerate information technology application to teaching, learning and education management; strengthen communication on education and training; and effectively carry out the project “Strengthening information technology application to teaching and learning management and support, scientific research for better quality in the 2016-2020 period, with a vision to 2025”, approved by the Provincial People’s Committee.

The sector will strengthen facilities and resources to ensure education and training quality and renew new curriculums and textbooks; actively and effectively carry out the Government's Resolution 35/NQ-CP dated June 4, 2019, on increasing social resources for education and training investment and development in the 2019 - 2025 period.

Bac Ninh was very successful in attracting investment and creating momentum for strong economic development. However, it also created a lot of pressure on sectors. For the education sector, it is how to solve learning problems for workers' children, especially at preschool and primary levels. So, what practical solutions does the education and training sector take to address this?

Since 2010, the number of students from kindergarten to high school has increased rapidly. In the 2020-2021 school year, the province saw an increase of more than 14,000 students, mainly at preschool and primary levels. The Bac Ninh Department of Education and Training closely coordinated with relevant bodies and district-level governments to advise the Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee to construct action plans to effectively implement Decision 242/QD-UBND dated May 25, 2017, of the Provincial People's Committee on “Bac Ninh education and training development plan in 2017-2025, with an eye to 2030”; reviewed, arranged and expanded the scale and network of preschool and universal schools to meet rapidly increasing learning needs in the province, especially at preschool level due to the sharp rise in workers in Bac Ninh province-based industrial zones. The department proactively advised Party committees and authorities at all levels to prioritize the budget for school construction, in places where industrial parks are located, and densely populated areas. It encouraged localities to develop and expand private schools as per Resolution 149/2018/NQ-HDND dated December 6, 2018, of the Provincial People's Council.
