New Look for Agriculture and Rural Area in Quang Ngai

Over the past several years, despite severe difficulties, Quang Ngai has still gained remarkable results in agriculture and rural development.
The agricultural economy still maintains its growth with agro-forestry and aquaculture production value seeing annual growth of 4.1 percent during the 5 years from 2008 to 2013. The agriculture and rural economic pattern shifts in the direction of gradually reducing the proportion of agriculture and increasing that of aquaculture. The production values of agriculture – forestry and aquaculture in 2008 accounted for 63.8 percent-5.2 percent and 31 percent, respectively, while those of the first and the third sectors are expected to be 61 percent (down by nearly 2 percent) and 34 percent (up by 3 percent) in 2013. Most other criteria for sectoral development all see increases against the level in 2013 and beat the targets set out in the Resolution of the Provincial Party Committee’s Congress. The province has concentrated on promoting studies, the transfer and application of technologies, human resource training, making breakthroughs for agriculture modernization and rural industrialization, which has initially eventuated in significant economic efficiency, contributing to increasing land use effectiveness and added value of agricultural products.
 
New Rural Development Programme in the province has become a big campaign, drawing much support and involvement from officials and citizens. After nearly 3 years of implementation, local people have donated 12.15ha of land and 9,258 labour days to enlarge 33 km of rural transport road and channel lining activity. There has been nearly VND520 billion mobilized to invest into necessary infrastructure in accordance with New Rural criteria. Given diverse resources, fostered provincial rural infrastructure, it is more and more convenient to develop production and improve living standards of people, bringing changes to the rural area outlook. There have been increases in rural people’s income and improvement in their material and spiritual life, contributing to effective implementation of provincial poverty reduction activity.
 
In 3 years since the programme started, the number of criteria met in each commune increases by 2 criteria on average and there are some communes with rapid increase in number of criteria met such as Binh Duong, Duc Tan, Tinh Ke, Tinh Tra and Duc Thanh.
 
Director Duong Van To, Quang Ngai Department of Agriculture and Rural Development, said that the province has always focused on harmonizing investment into agriculture and rural development, even the latter has been paid more attention than the former. Many national and provincial rural development programmes have been effectively implemented in the past year such as Program 134, 135, 30a, 167, 192, Poverty Reduction programme, coastal capes, rural environmental sanitation and clean water, National Target Programmes on health care, education, and ODA projects. Thus, the provincial rural outlook has seen thriving changes with developed rural socio-economic infrastructure and significantly improved living standards of rural people.
 
In coming time, to step up agriculture and rural economic shift in the direction of commercial production, reforms and development in provincial agriculture and rural area, Quang Ngai continues to effectively direct the programs, projects on agriculture, rural area and lay more attention on National Target Programs, especially those on new rural development and other National Target Support programs. There will be more investment into extension activities, application of technical advances into production to promote production in combination with consume market. Quang Ngai will also assist farmers with implementation of land rearrangement and formation of of sample large field in engagement with development of linkage among 4 parties of government, scientists, enterprises and farmers. Besides, the province will concentrate on efficient implementation of rural labor vocational training proposal which engage vocational training to the current production models.
