Bac Ninh is one of the first provinces in the country to be permitted by the Prime Minister to pilot smart city construction. After more than three years of implementing the pilot project, with the determined leadership of the Provincial People's Committee and efforts of all stakeholders, especially the Department of Information and Communications, the smart city model has brought a lot of strong changes in many aspects to Bac Ninh province.
The smart city construction project, planned to be executed in Bac Ninh province in the 2017 - 2020 period, with a vision to 2030, is a big and important project of the province, defined by the Provincial People's Council as a breakthrough solution for socioeconomic development of Bac Ninh from now to 2030. The goals of the project are placing people and businesses and improve public and business service on the course of upgrading Bac Ninh to a centrally run city and achieve sustainable development.
After three years, with the focused leadership of the Provincial People's Committee in information technology (IT) application applied to public administration reform, in e-government construction and engagement of all stakeholders in the province, the smart city model initially achieved some outstanding results. Specifically, Bac Ninh built a centralized data center to ensure a safe and secure shared infrastructure for all government agencies in the province; completed a specialized data transmission network infrastructure to connect all government agencies in the province with the Smart City Data Center; launched free wifi coverage in Bac Ninh City; piloted installation of 300 shared cameras for agencies to monitor security and impose sanctions on traffic law violations; applied artificial intelligence to analyze data from camera for security and order purposes; tested the internet of things (IoT) data integration platform for smart cities; received and responded to, processed complaints and petitions filed by people on the information portal and through mobile applications; monitored and assessed the settlement of administrative procedures and online public services by concerned agencies and assigned civil servants.
At the same time, the Bac Ninh Public Service Electronic System granted 11,419 email accounts to public agencies and public employees. All agencies under the Provincial People's Committee, all District People's Committees, 68% of Communal People's Committees created working documents on the shared Document Management System and used digital signatures for ratification of electronic versions instead of signing on paper documents as previously. The system monitors the degree of interest and interaction of citizens and businesses on cyberspace and software such as finance and accounting software, asset management software and human resource management software, which are being applied widely in the province. The single-window electronic information system integrated with online public services is widely used and regularly upgraded. This system has already included 696 procedures of Level 3 (accounting for 42%) and 595 procedures of Level 4 (accounting for 33.17%), exceeding the targets set by the Government's Resolution 17/NQ-CP. In 2019, in addition to outstanding indicators of post, telecom and information technology, Bac Ninh province witnessed a marked rise in the ICT Index, which climbed to No. 6 out of 63 provinces and cities.
Mr. Nguyen Viet Hung, Director of the Bac Ninh Department of Information and Communications, said: “Applying information technology to make breakthroughs in building e-government, reforming administrative procedures, improving the business environment, enhancing public and business satisfaction is one of important factors to develop the business community. It can be affirmed that IT application to operations of government agencies over the past time is a stepping stone for the transition from electronic government to digital government”.
Determining the importance of digital transformation and promoting its achievements, in the next stage, the information and communication sector focused on tasks like accelerating construction of information systems for concerned sectors and fields, forming a centralized database for government agencies in order to simplify online public services and public administrative services for citizens and businesses; actively deploying telecommunications network infrastructure, especially the 5G network, across the province to meet IoT deployment requirements in the coming time; and advising on construction of technology parks to attract digital investor in the area.
