Enhancing Scientific, Technological Development

In the past years, Bac Ninh province has made great efforts to foster research, development, application, and transfer of scientific and technological advances into business and daily life, thus raising the value, effect and competitiveness of products and goods and promoting socioeconomic development. Vietnam Business Forum’s reporter has an interview with Mr. Nguyen Ba Thanh, Director of the Department of Science and Technology of Bac Ninh province, on this issue.

Could you please introduce important tasks of the science and technology sector of Bac Ninh province in the 2021-2025 period?

In the 2016-2020 period, the science and technology sector of Bac Ninh has advised and carried out many State management solutions, including scientific and technological potential development; standards, metrics and quality; intellectual property, radiation and radioactive application, and achieved many positive results. Scientific and technological advances and topics have helped improve agricultural productivity and efficiency, increase competitiveness of industrial products and raise the effect of administrative management, including many supports for businesses to apply quality management systems, intellectual property and branding protection.

To meet socioeconomic development requirements, in the 2021-2025 period, the science and technology sector of Bac Ninh province will focus on the following tasks:

First, formulating and implementing strategies for scientific and technological research, application and transfer based on socioeconomic development master plans of each sector and locality appropriate for each period; particularly transferring scientific and technological advances for agricultural and rural development; restructuring plants and animals; increasing productivity and product quality; increasing the effect of industrial production and business activities.

Second, boosting business-centered scientific and technological development and innovation; promoting development of new business models, digital economy and digital society; having mechanisms and policies to encourage enterprises to join technological research, development and innovation; raising scientific and technological potential and levels, focusing on prioritized technology development of high applicability, especially digital, information, biology, artificial intelligence, mechatronics, automation, biomedical electronics, energy and environment.

Third, developing social sciences and humanities; reforming scientific and technological research, management and innovation; focusing on research and application of core technologies and digital technologies; strengthening the interconnectivity of businesses with research institutes and universities, with focus on improving the former’s capacity in acquiring, mastering and gradually creating new technologies; promoting research and development, with focus on research and commercialization of scientific research results.

Fourth, developing the market and building a scientific and technological database; encouraging import and transfer of advanced technologies in the world; focusing on improving the capacity of enterprises to absorb, master and renovate technology; strengthening cooperation in protection and enforcement of intellectual property rights.

Fifth, promoting the development of human resources to meet the requirements of the Fourth Industrial Revolution and integration; developing a contingent of experts and scientists in the province; building a contingent of technical human resources, technology administration human resources, and business administration; managing and taking care of people’s livelihoods.

In order to support and accompany local enterprises, in the past time, what specific programs and projects has the science and technology sector advised and implemented?

The Department of Science and Technology advised the Provincial People's Committee to issue a number of guidelines such as Decision 606/QD-UBND dated October 22, 2018 approving the plan of supporting innovative startup ecosystems in Bac Ninh province in the 2018-2025 period and Decision 396/QD-UBND dated August 26, 2020 on the project of supporting innovations of small and medium-sized enterprises (SMEs). Particularly, the science and technology sector is assigned to support enterprises in research and development (R&D). After being granted patents, they were certified to be scientific and technological businesses.

The science and technology sector has also supported appraising research results on environmental treatment, helping environmental protection in the province, dealing with pollution hotspots. The department set up a science and technology council to appraise scientific and technological research on domestic waste incineration technology, cordyceps mushroom, black garlic, high-yield livestock breeds and high-yield production.

The department also provides legal support for scientific and technological enterprises like Vinabima Tien Son Construction Joint Stock Company, Dai Thanh Joint Stock Company, Vietnam Technology Development and Investment Company, Bao Khang Biology Joint Stock Company and Lucavi Company Limited. Many products, after being supported and granted patents for invention, have thrived in quality and quantity. Some technologies, after being appraised, have been replicated to help local socioeconomic development.

How is the scientific and technological potential of Bac Ninh province developed? How has the province supported local scientific and technological businesses and projects?

Over the past years, the scientific and technological potential of Bac Ninh province has been significantly strengthened, initially forming a network of science and technology research, development, application and transfer agencies, scientific and technological enterprises, hi-tech agricultural enterprises. The Bac Ninh Socioeconomic Development Research Institute was also established and operated effectively. Scientific and technological research, development, application and transfer have produced positive changes. However, it must be admitted that scientific and technological activity has not created breakthroughs and promoted socioeconomic development because of insufficient personnel for research and development agencies to make new scientific and technological achievements.

In the coming time, scientific and technological activity will be drastically reformed, first of all in terms of scientific and technological management tasks as specified in the 2013 Law on Science and Technology to stimulate innovation and foster democracy in science and technology. Bac Ninh has also grasped all resources for cooperation in scientific and technological research, application and transfer from domestic and foreign research and application agencies to quickly enhance research and development capacity to meet integration and development demands.

Bac Ninh province is directing all levels and branches to facilitate high-tech investors to quickly carry out their projects to raise their technological level. Currently, the province is planning and proposing an investment project to build a research and development complex, a high-tech park, artificial intelligence technology and commercial startups in the high-tech park. The province is invested by Kinh Bac City Development Holding Corporation. This direction is being encouraged to motivate and scale up scientific and technological research and application by enterprises.

On the roadmap to carry out key smart city development projects in Bac Ninh province in the 2017-2022 period, the Department of Science and Technology is assigned to invest in the project of building business incubators, a favorable move for scientific and technological production and business investors and projects in Bac Ninh.
