Promoting Digital Transformation

In 2020, Thai Nguyen ranked 12th out of 63 provinces in terms of digital transformation and was in the group of 7 localities rated A in terms of readiness to ensure network information security. With this result, Thai Nguyen has completed ahead of time the digital transformation goal in Resolution 01-NQ/TU on the Digital Transformation Program of Thai Nguyen province in the 2021-2025 period with orientation to 2030.

Positive results

According to Mr. Do Xuan Hoa, Director of the Department of Information and Communications of Thai Nguyen province, the Department has reviewed and proposed to cut the time to handle administrative procedures under its management by 25-30%; advising the province to build and implement the Digital Transformation Program; promoting digital transformation in the activities of agencies, units and localities. Therefore, Thai Nguyen has achieved many positive results in all three areas, including: digital government, digital economy and digital society.

In particular, Thai Nguyen completed providing 100% administrative procedures at level 4 on the online public service portal of the province; deploying the C-ThaiNguyen application to receive people's feedback online; deploying applications to manage health records for the entire population; putting into operation the surveillance camera system to serve the management and the epidemic prevention and control; 100% of conferences were held in the form of paperless meeting rooms; building and operating an online video conferencing system to 178 communes, wards and towns, especially in the context of the COVID-19 epidemic.

At the same time, the province promoted digital transformation in connecting, promoting and introducing key products of the province; promoting non-cash payments; deploying school management software at 100% of educational institutions; managing health information online to 100% of commune health stations; putting into operation the provincial smart tourism system; putting into use the Information Security Monitoring Center, thereby detecting and preventing over 118 million illegal queries and scanning on the provincial information systems, preventing over 17,000 attacks on the network system.

By 2030, there will be over 3,000 digital enterprises

Up to now, Yen Binh Concentrated Information Technology (IT) Park in Thai Nguyen province has been approved by the Prime Minister to add the planning to the Master plan on development of the concentrated IT park to 2020 and with the orientation to 2025, with a scale of 200ha (in phase 1) in Tien Phong commune, Pho Yen town and Nga My commune, Phu Binh district, and investors have been selected to participate in the project implementation.

Thai Nguyen province put into operation the Intelligent Operation Center (IOC) on January 15th, 2021, located at the Provincial People's Committee. The IOC has arranged 6-8 officers with 10 computers, 6 switchboard phones to manage, guide, answer and directly support citizens to ensure smooth information 24 hours a day. IOC is considered the "digital brain" of the province with the ability to integrate data and available systems with control software, allowing information connection and data extraction; receiving information and feedback from people and businesses, serving the research, direction and administration of state administrative agencies and authorities at all levels in an open and transparent manner. In particular, thanks to the centralized camera management platform, the IOC has effectively supported the prevention and control of the COVID-19 epidemic in Thai Nguyen province.

Now anyone who comes to Thai Nguyen, can ask any citizen in a local city, district or town to receive a positive answer about the "ThaiNguyen ID" application - building a digital social platform. The application is a place to identify users, provide information on public administration, employment, and housing and is also a strong communication bridge between employees and recruitment agencies.

Mr. Trinh Viet Hung, Chairman of Thai Nguyen Provincial People's Committee, affirmed: Thai Nguyen was one of the first localities to develop and issue a thematic resolution on the Digital Transformation Program. The province has taken December 31st every year as the Digital Transformation Day in Thai Nguyen province and is also the first locality in the country to have a digital transformation day.

Accordingly, by 2025, Thai Nguyen will have 90% of online public services at level 4 provided on various means of access, including mobile devices. 100% of total work records at provincial level; over 90% of work records at district level and over 70% of work records at commune level will be processed in the online environment. By 2030, there will be over 3,000 digital enterprises; the proportion of the digital economy in each industry or field will reach at least 20%; 4G/5G mobile networks will be universalized; the percentage of the population with an electronic payment account will be over 80%; especially the province will strive to be in the group of 10 leading provinces and cities nationwide in terms of network safety and security.

Implementing the Digital Transformation Program, Thai Nguyen set out 37 tasks in all 3 main pillars, of which 8 tasks for digital society development; 11 digital economy development tasks; 13 tasks of building digital government and 5 tasks of building smart urban infrastructure. The plan also outlined 8 priority areas for digital transformation including: healthcare, education, finance-banking, agriculture, transportation and logistics, natural resources and environment, industrial production, and tourism.
