In recent years, Thai Nguyen province has achieved many very important and outstanding results in administrative reform, including the following aspects: leadership, direction, recruitment and inspection of administrative reform, construction and implementation of legal documents, reformed administrative procedures, personnel restructuring, public financing and e-government construction.
Typically, in 2020, Thai Nguyen ranked No. 12 out of 63 provinces and cities on the Public Administration Reform Index (PAR Index) with 85.61 points, climbing two places over 2019; No. 3 on the Policy Enforcement Index with 46.471 points, 36 places higher than in 2019; and No. 11 on the Provincial Competitiveness Index (PCI) with 66.56 points, one place higher than in 2019, and No. 1 among northern mountainous provinces.
To obtain the above results, every year, right after the PAR Steering Committee of the Government announced these indicators, the Department of Home Affairs analyzes and clarifies contents and criteria that result in losing scores and low scores, and works out plans for stronger upcoming performances of the PAR Index, the Satisfaction Index of Public Administrative Services (SIPAS) and the Vietnam Provincial Governance and Public Administration Performance Index (PAPI). It also assigns responsibility to relevant bodies for enhancing specific content and criteria. During the year, it reviews and evaluates the progress of implementation on a quarterly basis and advises the Provincial People's Committee to issue documents to direct, press and remind relevant bodies of their concerns.
The Department of Home Affairs has advised the Provincial People's Committee to clearly assign the responsibility of administrative procedure reforms to relevant agencies and localities and engaged the whole political system, especially promoting the role and accountability of agency leaders. The department has synchronously and effectively carried out programs, schemes and plans on administrative reform; and strengthened inspection and supervision of public employees. In 2021, Thai Nguyen province aimed to further maintain and improve the performance of the above indices over 2020 and strive to bring its PAR Index to the group of Top 10 performers in the country.
Regarding administrative reform objectives and plans in 2021 - 2025, to carry out Resolution 76/NQ-CP dated July 15, 2021 of the Government on National Master Program for Public Administration Reform in 2021 - 2030 and Directive 23/CT-TTg dated September 2, 2021 of the Prime Minister on accelerating implementation of National Master Program for Public Administration Reform in 2021 - 2030, the Department of Home Affairs advised the Provincial People's Committee to launch the Thai Nguyen PAR Program for the 2021 - 2025 period.
In particular, the province defined its goals: "Continuing to build a democratic, professional, modern, streamlined, effective and efficient administration, capable of enabling development, integrity and service to the people based on the Party viewpoints and guidelines on comprehensive and consistent reforms; building a truly clean and strong government of the people, by the people and for the people". At the same time, its PAR focus in this period is “Building and developing e-government and digital government; building a contingent of professional, capable and qualified public employees to meet work requirements and national and local development; synchronously completing the regulatory system and improving the effectiveness and efficiency of law enforcement bodies.
At the same time, the Thai Nguyen Provincial People's Committee requested agencies and localities to develop a general plan for the 2021 - 2025 period and annualized plans for implementation.
